Masdar City commissioned the region’s first net-zero energy mosque — designed to generate 100% of its annual energy requirements on-site. Under a standard design-and-build procurement model, the risk of critical design interventions being value-engineered out is high. When the target is absolute net-zero, compliance is insufficient; performance must be guaranteed.
The Governance Solution: Single-Point Accountability
Elevation acted as the performance governor throughout the design and build lifecycle. We actively monitored design development, coordinating between architectural layouts and the net-zero energy models. We provided proactive governance during procurement, ensuring that the specific system efficiencies required to protect the net-zero target were not compromised by contractor substitutions.
