The Challenge: Governing Continental-Scale Ambition
The Ras El Hekma Masterplan is not just a development; it is a transformative 18,000-hectare urban center designed to set new benchmarks for sustainability in Egypt. The challenge at this unprecedented scale is twofold: establishing a unified sustainability framework that can govern environmental performance across massive, multi-phase delivery, and ensuring that climate resilience is structurally embedded to protect the long-term viability of the masterplan.
The Governance Solution: The Resilience Framework
Elevation was appointed by Modon to provide strategic sustainability consulting and align the entire masterplan with LEED Cities Gold. We developed a comprehensive governance framework that defined critical sustainability metrics for carbon reduction, energy efficiency, biodiversity, and infrastructure resilience. Crucially, we led the development of a Climate Resilience Strategy, leveraging climate baseline data to ensure masterplan-wide adaptation measures were integrated from day one.
The Outcome: Scalable Capital Protection
By delivering a structured, scalable implementation strategy, Elevation ensured that sustainability objectives and LEED Cities Gold compliance were practically integrated across all phases and milestones. The result is a future-ready, climate-adaptive city with a validated governance framework that protects both environmental performance and institutional capital at a continental scale.
