The Challenge: Carbon Lock-In at District Scale
Modon required a credible, investment-grade net zero pathway for one of Abu Dhabi’s most significant new mixed-use masterplans. For a high-density, cooling-dominated development, early design assumptions dictate the long-term operational viability of the asset. The risk was carbon lock-in: establishing an infrastructure baseline that would become a liability against future UAE Net Zero 2050 trajectories and institutional capital requirements.
The Governance Solution: Establishing the Baseline
Elevation deployed the “Lock” phase of the Verified Performance Framework™. We moved beyond static compliance models to establish a defensible, time-dependent greenhouse gas emissions baseline across all development phases (2029, 2033, 2040). Using bottom-up spatial analysis and ASHRAE-aligned typologies, we quantified Scope 1, 2, and 3 emissions across operational energy, embodied carbon, transport, waste, and water.
The Outcome: Capital Certainty
By independently modelling five credible reduction pathways—from fabric upgrades to sitewide PV deployment—we provided Modon with decision-ready insight. The resulting decarbonisation roadmap aligned capital expenditure with future UAE strategy, protecting the long-term valuation of the 2.46M sqm masterplan against systemic transition risk.
